Tory views in the 70s and 80s pushed the ideas the community’s
The Griffiths report 1988 as cited by (Miller, Community Care, 1996) outlined the notion that resources should be spent in such a way as to provide those most needy with optimum care via needs led approach as opposed the service led approach in existence at the time. This to be achieved by shifting focus of responsibility of provision of community care services to independent sector although ultimate funding of services and assessment of need of services rests with Local Authorities. This became the basis of The National Health Service and Community Care Act 1990 (NHSCCA). The Act aimed to ensure fair access to services through seven step care management process: publicising services available, setting eligibility criteria, streamlining the assessment process whereby a single assessment of needs is undertaken by a care manager usually social worker in conjunction with the end user to develop a personalised care plan. (The focus of the assessment being physical, intellectual, emotional and social needs of the end user). Forming appropriate care plans with the service user and continually reviewing the plan and needs of the individual.
Despite identification of a need for a single assessment there is no general document been produced centrally for assessment It is down to local authorities to work with other
