With scenario 1, a steady line is shown that all the sudden starts to decrease by year 5. At year 10, it shows an increase beginning. Right when Fener joins the CIOE and is showing commitment by protecting human rights such as freedom of speech. That is what the increase shows. This is an example of a constraining effect with Fener implementing policies of the CIOE. Scenario 2 shows steady progress, all the sudden after year 3. The scenario shows an increase all the way to year 16. Fener did not join CIOE till year 10 when the increase of implementing the policy was on the rise. This can be considered as an example of convergence because Fener was implementing policy before it joined the CIOE. It begins to cooperate with the CIOE while further implementation is carried out.
Scenario 3 however shows an increase in human rights in Fener leading up to year 10 when Fener joins the CIOE. After they join, human rights declines in the country with more torture being used. That is why the decrease is shown. This can be looked as constraining effect because there might have been time-inconsistent policies. Then scenario 4 shows a steady line for Fener, even after it joins the CIOE. This shows a screening effect because Fener is at 3.5 for implementing policy A. Which means out of 4, it is near perfect implementation. Even before it joined the CIOE, the country was near perfect
