I believe that Smith was being very insensitive and yes, it would be smith’s moral obligation to rescue the boy who has fallen in the water and cannot swim. A civil person should make it their duty to help out others they can. I think by smith choosing not to help someone from drowning and dying this may hunt him for a life time, I know I would feel very guilty if I new how to swim well and didn’t use that ability to help save someone’s life.
