II. Drug testing of people receiving Welfare benefits should be mandatory.

A. If a person has to pass a drug test to get a job then a person should have to pass a drug test to receive welfare benefits.

IV. Drug testing of the people receiving assistance would be fair to the tax payers.

B. Drug testing would insure the tax payers that the money they are having to pay are being spent on the right things.
