Director Vaughn Anderson told Board of Health members Thursday, he realizes Mary Giffin did not cause the problem at 7188 Eby Road, where there has been solid waste nuisances and open dumping. He appreciates how her sons, especially Dan Giffin, have tried to help their mother resolve the matter.
“I’m a pretty compassionate person, and my heart goes out to the Giffins,” Anderson said. But, the property still has not been cleaned after the original complaint was verified April 29. “Dan has spent a lot of time and money to clean up the property, but there has been no real progress” recently. The board voted to refer the matter to the prosecutor.
Anderson also recommended the board grant a septic variance to Aden Troyer, 11461 Salt Creek Road, Fredericksburg. Troyer owns a parcel of land with two businesses on it. One of the businesses will be sold, so the parcel needs to be split in two.
The problem, though, is there has never been water or septic on the site. For any new parcels, there has to be sufficient area to accommodate a septic system. The Health Department does not have the authority to waive the septic requirement, so Anderson sought guidance from the Ohio Department of Health, which was willing to allow the variance in this
