The Biosafety Protocol clears that products from new technologies must be totally based on the precautionary principle and allow for the developing nations to balance the public health. For example the country should banned the imports of genetically modified organism if they don’t have scientific evidence that product is not safe for the public health.

'Living modified organism (LMO) Products' are defined as processed material that obtained with living modified organism or can be find out by combinations of replicable genetic material obtained by the use of modern biotechnology.Living modified organism can also be use as food or feed, or for food processing Overall the term 'living modified organisms' is same as to genetically modified living organism – the Protocol did not make any difference between these terms and the did not use the term 'genetically modified organism.

A developing country Party or a Party have an economy in transition, in the absence of a domestic regulatory framework they declares through the Biosafety Clearing-House that its decisions on the first import of LMOs-FFP will be taken in accordance with risk assessment .
The Protocol provides for practical requirements that seems to contribute to the safe movement of LMOs. Parties are required to take precautions for the safe handling, packaging and transportation of LMOs that is related with the transboundary movement.
