Should Mimi be hired by Fred for China operations of Hathway Jones based on the findings of past activities of Mimi?

Introduction
When Fred Westen the CEO of Hathaway Jones started plans to expand business operations of Hathway jones in China, his old roommate John Brewster asked him to consider the profile of his daughter Mimi as a potential hire in China and also since Mimi was interested to work in the expansion plan of Hathway Jones. Mimi was a person with strong credentials and given the fact that she was John’s daughter, Fred was already impressed by her and had presumed to arrange some interviews for her followed by subsequent hiring of Mimi. China itself was a sensitive market with least tolerance to individual aggression. Mimi was already tagged as aggressive by previous employers and had a history of vocal agitation aimed against China. Sooner or later both the Chinese and also Hathaway Jones’s competitors would find it out and this could jeopardize both company reputation Fred’s reputation as well as directly affect company business in China. It would show Fred’s reasoning and strategy in poor light especially since he was himself brought-in to change company’s image. A proven talent like her should not be let go. She could be hired now in USA followed by her movement to China if required after she is well-groomed with company policies and informally letting her know the cultural risks of Chinese business. In her role her talent must be understood to gel well with youth and so she must be attached with that segment productline.
