They wanted to make sure they passed the interrogating questions that were being asked. The governments mostly tested the first and second class passengers. It was told that If you were considered either a first or second class passenger with a ticket, it would be less of a burden on people. These passengers were only sent to Ellis island if they failed the health examinations.
When the immigrants were finally through with their examinations they were finally able to get jobs working on the islands. These islands gave them an opportunity to better themselves. More people were basically eligible to go to the Ellis island because they didn't have to prove any family relation to enter into the country. Instead the Ellis island had more opportunities than Angel island. Basically Angel island wanted you to prove on paper the family ties one had in America just to be able to enter into the United States.
In the 1900s it was basically tough for immigrants to come to the United States because they had low paying jobs.
