Emergency Preparedness Officer Case Study

Issue: The two positions in PHEP, Public Information Officer and Emergency Preparedness Officer were rolled into one position in 2011. Both were at the same wages & reported directly to the Health Officer. I have been the Public Information Officer for over 11 years. The Public Information Officer did not report to the Emergency Preparedness Officer they were equal. Both had work plans from the state. I am challenging the 3 years that you have reported on me. In 2011, two positions, EPC & PIO were rolled into one with the increased work-load.

Solution: Please correct to 11 years.

Issue: Wages does not reflect job, responsibilities and duties. Example, Peggy French currently serves as a program coordinator makes $1.70 more per hour than
• Conduct training to receive, distribute, and manages (24/7) mass distribution of medical countermeasures.
• Write Multi-agency training plan (MYTep) and have it approved by the state.
• Conducts risk and threat assessments.
• Research policies and procedures to address risk and threats.
• Develop operation plans for executing emergency public health measures, and outlines the agency incident command during an emergency response.
• Serve as the public information expert in risk communications for the health department.
• Develop plans, protocols & policies to assure a coordinated communication for the public health emergencies.
• Develop plans to disseminate educational materials for the public to raise awareness about exposure risks and effective responses.
• Develop process to coordinate communications of all agency information, particularly those relevant to public health emergencies, to ensure distribution to all local health department staff in a timely manner.
