    Niemöller would give the advice to speak up and speak out for what you believe in or to help someone because later on there might be someone left to speak out for you. The speaker would most likely not agree with that perspective, from the first passage it seems to me the speaker is more of a silent learner. But something could happen to him like with Niemöller where he didn't speak up and then there was no one left to speak up for him.
