Disaster management is a process or strategy that is implemented before, during or after any type of catastrophic event takes place. Nowadays, Cambodia does not have a law on disaster management yet, which is an essentially to cope with natural disaster. To help deal with potential disasters in the future, I think that the National Committee for Disaster Management and together with some other relevant institutions should be set up the disaster management cycle to Cambodia which is useful to counter- disaster impact. Even our country affect a little from natural disaster. There are four essential parts to disaster management cycle such as prevention, preparedness, response and recovery. Not all catastrophes can be prevented, but many types can be avoided, and the effects of others can be mitigated.
Firstly, prevention is first step to deal with disaster occur because Pre-disaster activities are taken to reduce human and property losses caused by a potential hazard. For example, building the dam or levee to control flood water, so it less effect to people, building or livestock and so on.
Secondly, during the preparedness phase, governments, organizations, and individuals must developed plans in order to save lives, minimize disaster damage, and enhance disaster response operations. Preparedness measures include preparedness plans; emergency exercises or training; warning systems; emergency communications systems and so on. Thus our country should have this kind of program.
Thirdly, these action will take place during disaster occurred. Response phase aim to provide immediate assistance to maintain life, improve health, search and rescue victims. So the government plays the important role to handle this situation. Finally, recovery program is taking place after disaster impact. This phase consist of vary activities such as rehabilitation, reconstruction, rebuild and recovery measure are both
