Privatisation: The Kennett government used privatization as means for reforming Victorian public sector on an unprecedented scale. The purpose of the privatisation program was to bring responsible economic management in government enterprises, utilities and operation with greater efficiency, accountability and competition. Two leading tools of privatization policy have been the sale of State’s Government Business Enterprises (GBEs) and assets, and the contracting out of public services. To provide the legislative framework for the corporatisation and restructuring of the State’s GBEs, while still retaining accountability to the government, the State Owned Enterprises Act 1992 (assented to on 26 November 1992) was enacted (Contract-p.27). The government raised more than $22 billion from assets sold in 1993-94 which has turned out to be the nation’s largest privatisation program (revolution-p.137). Assets sold include closure of school sites; the TAB, the Heatane Division of the Gas and Fuel Corporation; the Grain Elevators Board; Bass Ticketing and many other entities.
