PROCEDURE: The patient was brought into the operating room and placed on the operating table where spinal anesthesia was induced. The right lower extremity was prepped with bednine solution. A newmatic ankle tourniquet was placed over Webril padding above the right ankle joint. The leg was evaluated for proximately two minutes and the tourniquet was raised to 275 millimeters of mercury. An S-shaped curved incision through the right plantar fore foot ulceration was made down to abyss cavity where a moderate amount of sanguinopurulent discharge was noted. There was minimal odor noted to the region. There was mild venus bleeding noted on the edges of the incision. The cavity was probed and found to go deep into the musculatory layer plain between the bone and fascia. The proximal ulceration abscess cavity was linked to the lateral aspect of the sub cuneiform ulceration. There were a few areas of necrotic tissue noted. In the interest of the offender as well as the community, when they are released back into the community, it is important that the offenders are rehabilitated, able to be self-sufficient, and can deter from future crime. Reentry programs are developed to facilitate these needs. They include services like education, job preparedness, habitation, and any other skills and tools necessary for the offender to survive once they are reintegrated into society. Researchers, and practitioners have conducted research in order to identify what programs best serve the offender as well as the community. Regarding the End Racial Profiling Act of 2015 (HR1933), I would like to express and provide an explanation of my full support of the legislation. As you may be aware, the End Racial Profiling Act would prohibit federal, state, and local law enforcement officials from engaging in racial profiling and cease any previous procedures that may have indorsed these activities. The bill would issue a grant to state and local law enforcement agencies to provide better training to its pupils, which would ensure the elimination of racial profiling from policing and other regulations. Many criminals are sent to jail on a day to day basis. Once they have completed their sentence they are faced with many problems once they are “free”. These problems can be but are not limited to housing, employment, and substance abuse. The prisoner, once they are released, has a tendency to go back to their old ways and to continue the life of crime they were a part of prior to prison. To avoid this, while a prisoner is in prison, the staff creates a reentry program for the prisoner. The reentry program takes affect once the prisoner leaves prison. These programs are created within the community to help the offender from committing new crimes and to integrate them back into society. These programs are also created to help with recidivism. Recidivism is the re-arrest, re-conviction, or re-incarceration of an offender after leaving prison. A growing problem of recidivism rates, led to CEO of prisons developing prison reentry programs. This ultimately was a excitement for everyone, until the program was not excelling. More and more prisoner are being enrolled into these programs, but not have a major effect on their lives. About 70% of the member in the programs were arrested for a new crime within three years of their release (BJS). In this case, restorative justice has the means to offer a unique opportunity to exchange wants, needs, ideas and thoughts between the parties affected. This allows the survivor and the offender to assess the assault and abuse as well as its consequences. Due to the involvement of both parties in the process, the victim no longer feels intimidated by the wrongdoer, which entirely reorganises their affiliation. Since both stakeholders hold the responsibility to express their motivation, ability and willingness to manage the outcomes of the event, it can be concluded that there is an overall greater compliance with agreements, as well as a reduced imprisonment and recidivism rate, which satisfied the interests of the victims, society and the offender(s).
