In his novel he put problems that he thought could escalate into something much bigger. "Orwell describes a province of Oceania (formerly known as Great Britain) as an industrialized wasteland, dirty and rigidly controlled by a political regime known as the Party." He believes that these are the consequences of what could happen if people let these problems continue to grow. If people read the novel they could see what he meant and might to something to change
