The local police department is in serious need of funding in all facets. The juvenile program has been hit the hardest and will need the largest cut of the grant because these programs keep youth from becoming repeat offenders or major felons. The rehabilitation and diversion programs are ways to help these juveniles without major cost to the states or counties by offering three to six month programs allowing juveniles a chance to get his or her charges dismissed. These programs help keep juveniles out of correctional facilities and release him or her back home to his or her family, sooner. The methods chosen to show the model of COPPS and the organizations within the functional areas will be the methods rational in proving why the funding is needed and how it would work (Fritz, 2012). The methods used and addressed to prove grant funding is needed for the various sectors and departments within the precinct would be methods such as research, surveys, expert opinion, public opinion, and past experience of those in the various fields and departments (Fritz, 2012). Also identified would be the locales of where the funding on and off the field, the areas affected, facilities and any equipment used. In the project method there would be also a timeline showing the various steps and what intervals would be enacted from beginning to end. There are many areas where the funds could be used based on the current issues of the force. For example there has been cases were criminals were able to outrun police vehicles, this happens because of the vehicles are old and have maintenance issues. The grant will also help keep officers employed. There are funds in the system from the taxpayers, but there is not enough money to maintain the future of the department. One location the funds will be used toward will be "POP" projects. These projects are created to have a major effect on issues by enforcing strategies to target the problem. This type of community policing focuses on the issues that cause crime within the community (City of Lincoln and Lancaster County Nebraska, USA, n.d.). This means the community is more involved with the police force to help ensure his or her neighborhood is safe and protected. If one community becomes involved the other communities will follow if it is proven the program works. It is imperative to evaluate the project to ensure the funds will be disbursed according to
