In 1964, President Lyndon B. Johnson issued Executive Order 11246. The intent of this order was to implement affirmative action programs - a set of specific procedures designed to ensure an equal distribution of jobs and salaries to women and minorities - to overcome the historical effects of discrimination against women and minorities. As of recent, governments across the world have started to implement “diversity quotas,” which legally require private businesses to hire and promote a predetermined number of women or ethnic minorities within their organizations. Norway was the first country to introduce a 40% quota for female directors of listed companies in 2006. Non-complying firms could theoretically be forcibly dissolved. Since then gender…

How does the President and Congress control bureaucracy? Federal Bureaucracy is a system of appointed individuals that serve in one of the major departments of our government. Both the President and Congress have some form of control over bureaucracy through several different means. According to Richard W. Waterman and B. Dan Wood in their writings The Dynamics of Political Control of the Bureaucracy, state that control is through “political appointment, budgeting, structure, personnel control, or oversight” (Waterman and Wood 804) We can understand the split of power over the bureaucracy by taking a closer look at the President and Congress control over them.…

The executive branch consists of six-state wide elected offices. Texas traditionally followed the plural executive system, which means that the general public votes six of the main executive branch officials in. The main advantage of this system is that every office holder is accountable for himself. They don’t have to answer to for each other or to each other but instead they are held responsible for their action, directly by the public. It puts the responsibly right on their shoulders. It also makes the voter more independent, as they cast separate vote for every office. Governor’s office, being the most talked about, is simply one of the six elected offices of executive branch. Second comes the lieutenant governor’s office. Lieutenant governor is considered the most powerful elected official in state of Texas. Other members of the executive branch are attorney general, the comptroller of public accounts, the commissioner of agriculture and the commissioner of general land office.…

Determining the intentions of the founding fathers in their deliberations about whether to make the executive branch weak or strong is a murky task. Like nearly all questions about the true intentions of the founders, there was hardly any consensus, and the only consensus that was possible was a middle ground between a strong executive and a weak one. Gouverneur Morris explained the goal as “make him too weak: the Legislature will usurp his powers… make him too strong” and “[he] will usurp on the Legislature.” There was a delicate balance of creating an effective, independent Executive and having him be responsive to pressures from the people. To many, including Morris, the tyranny that needed to be protected against was not executive, but legislative. The Executive was supposed to act as a check on the legislature and be the “great…

The U.S. Constitution affords certain authorities to the Executive Branch of the Federal Government. Although many are specifically spelled out, one that is not, is the use of executive actions, through executive orders and memorandums. These actions have been used for varying reasons by almost every President of the United States. Of late, many of these orders issued by President Obama and President Trump have been viewed as an attempt to bypass the legislative power of Congress. At times, though, these orders are needed to effectively establish a policy, in a timely manner, due to the increased partisanship and grid-lock which Congress faces today.…
