The reporting party (RP) stated foster child Asia Simone Kerl disclosed the foster mother failed to provide a safe and healthy environment by allowing her foster sister to hit her. Furthermore the foster parent tossed the foster child onto a metal bed hurting her leg. The foster child stated the foster mother threatened her and informed the foster child she would find her and kill her. The foster child had no further explanation regarding the statement made by the foster

However, this is a real problem that affects millions of children living in foster care or some kind of transitional care system. 75% of children in foster care prior to leaving the system will have experienced sexual abuse (Sexual Abuse: An epidemic in Foster Care Settings).
