When he is elected to be the president of the United States of America he then controls the Army, Navy and Militia. That means if the president wants a threat eliminated he could command his military to eliminate it.
The second fact says that the United States government shall, to every state in the union, provide protection against invasion and against domestic threats. So if one state is under invasion or if it has a domestic threat, all of the states should try to help it.
In the third fact, it says that any person that is found guilty of treason must have two witnesses of the act, and/or a confession by the convicted in a court.
