Power, is the ability to achieve a desired outcome. In the issue of the Express Rail Link, the government’s actions can fully reflect the power as decision-making. Guangzhou-Shenzhen-Hong Kong Express Rail Link is one of the important infrastructure projects planned by the Guangdong Provincial Government and the Hong Kong government. During the process of planning, power of the Hong Kong Government- the Transport and Housing Bureau had already been existed. It made the decision of constructing the Hong Kong part of ERL, claiming the construction can bring Hong Kong huge economic benefit. In order words, the government used its administrative power to decide the project and the outcome is what it desired.
Respond of the post-80:
The post-80s composed an Anti-Express Railway group and began to originate a series of actions like demonstrating on the street, holding events on Facebook, to express their discontent and urge the government to re-site the construction. This actions show the group has the power to reject the government’s decision and voice out their preferences.
In the issue of opposing the construction of Express Rail Link which was held by the post-80s in Hong Kong, power as decision-making can be fully reflected.
Agenda Setting
In politics, power as agenda setting is the ability to prevent decisions being made.
The government proposed the scrutiny of bill. It is the ability to control the political agenda in the Council meeting. Besides, The government set the agenda through media or government spokesmen. Wen Wei Po and Ta Kung Pao acted as official media claimed that the Guangzhou-Shenzhen-Hong Kong Express Rail Link had finally passed in order to show its support for the program. In addition, they put more emphasis on talking about benefits brought by the construction and using words like ‘being marginalized’ to highlight the importance of XRL.
