Flight Standards Information Management Systems

For many years the Federal Aviation Administration (FAA) Flight Standards Service has distributed public information in many ways. Technology has now allowed them to consolidate and simplify access to information for their inspectors, and now for the public. Significantly, the FAA has merged three major handbooks used by Flight Standards inspectors and available to the public into one. The electronic directive FAA Order 8900.1, Flight Standards Information Management System (FSIMS), supersedes FAA Order 8300.10, Airworthiness Inspector 's Handbook; FAA Order 8400.10, Air Transportation Operations Inspectors Handbook; and FAA Order 8700.1, General Aviation Operations Inspectors Handbook. Among the user-friendly features of FSIMS are an efficient structure and navigation function, advanced search capabilities, a comprehensive index, document libraries, a recent document window, the ability to sign-up for updates to FSIMS, and other areas of interest.

The Flight Standards Information Management System (FSIMS) is a single-source, web-based, repository of policy and guidance available to all FAA employees.

FSIMS allows you to: • view policy and guidance documents • enhance standardization by accessing the same version of policy and guidance as other FAA employees • elect to view only those documents that are relevant to your technical specialty • navigate through the E-Book by area of interest, subject area, publication or index • access related regulations, orders, advisory circulars and job aids from a single

Because these Grant Assurances relate to planning and implementation of projects, the Airport Compliance Manual, Order 5190.6B is not a primary reference source. Rather the current and prior version of the AIP Handbook, Order 5100.38C and 5100.38D are primary sources. Order 5100.38C is included as a reference because in some cases, it may explain the requirements of the Project Specific Grant Assurances more extensively than Order 5100.38D. If there is conflict between the two versions of the order, the latter (5100.38D) takes precedence.…

The Federal Acquisition Regulation (FAR), issued by the Department of Defense, guides the content of military contracts. Federal government organizations other than the military and intelligence agencies must follow the Federal Information Security Management Act of 2002. Federal Information Processing Standards (FIPS) 200, "Minimum Security Requirements for Federal Information and Information Systems," defines the minimum security requirements that information systems must meet. While the military does not have to follow FISMA, they do enact the security policies contained in the act. The military also implements the security controls found in National Institute of Standards and Technology (NIST) Special Publication (SP) 800-37, Guide for Applying the Risk Management Framework to Federal Information Systems; and NIST SP 800-53, Recommended Security Controls for Federal Information Systems and Organizations. NIST SP 800-53, Appendix F, contains the Security Control Catalog. There is currently no specific law directing the information security policy content for defense contractors. However, Congress is proposing to make the policies in FISMA and the security controls in NIST SP 800-53 applicable to contractors that are awarded military contracts. Information Assurance Implementation, DoD Instruction 8500.2, states the computer network security controls required to be implemented in military computer networks (Enclosure 4, Attachments 1 thru 5).
