1. INTRODUCTION
Housing is one of the necessities of life like food and clothing. Shelter has been universally accepted as the second most important essential human need after food. Housing in its entire ramification is more than mere shelter since it embraces all the social services and utilities that go to make a community a neighborhood and habitable. The problem is not only restricted to quantity but also to the poor quality of available housing unit and the environment. The result is manifested in the growing over crowing in houses and increasing pressure on infrastructural facilities rapidly deterioration environment.
The scenario is only slightly different in the rural areas where problem is primarily that of quality of housing and inadequacy of infrastructural facilities like road, drainage, water power supply etc another important characteristics of both the urban and rural scenes is the dominance of the poor and low income group, it has been estimated that over seventy percent (70%) of the country population categories.
It is important to note that during the early colonial period, the housing activities and policies of government focused essentially on the provision of quarters to expatiate staff and for selected indigenous staff in specialized occupation. This policy grossly affected housing development in Nigeria.
1. THE HISTORICAL BACKROUND OF THE STUDY
In 1973 the Gowon administration established the federal housing authority (F.H.A) but it started functioning in April, 1976 under the OBASANJO administration.
The OBASANJO led federal military government swung into mass housing development of the festival in Lagos and in different state capitals. That regime also transforms the Nigerian building society into the federal mortgage bank of Nigeria. This actually marked the beginning for mass housing programe Nigeria.
