Dear Commsioners:

Enclosed you will find information concerning acquisition of excess federal property that is being made available to emergency fire service organizations through the Montana DNRC. The Cooperative Fire Management Agreement that your County has entered into with the State of Montana makes your County eligible to participate in this program. If your County has delegated sufficient authority to your County Fire warden to make financial decisions regarding recovery of Department of Defense property, you may choose to forward this material to that individual. The Fire warden, then, would disseminate this information to your Emergency Fire Service Organizations within the County and subsequently receive and forward equipment requests to the Northeastern Land Office. Enclosed you will find five documents which outline the program’s details.

The Equipment agreement PREFERABLY will be entered into by the County as a whole, on behalf of the individual emergency fire service organizations within the County. Whomever your County chooses to give signatory authority to the agreement, it will be necessary to sign and date the DoD (FFP) Equipment Agreement and return it as soon as possible.

This program has already provided about $5,000,000 worth of equipment to County or other Emergency Fire Service Organizations. Recently a dump truck was acquired by Golden Valley County which they are developing into a water tender for their county. Other equipment including suburbans, pickup trucks, fire apparatus, ambulances, heavy equipment, semi tractors along with the previously mentioned dump trucks have been placed by the Montana DNRC through the program. Please complete the DoD (FFP) Equipment Agreement, and the Request for Property to Obtain under DoD (FFP) Agreement. If you have any questions concerning this opportunity, please call Don Pyrah, Rural

Yes, it’s appropriate for local, state, and federal law enforcement agencies to acquire equipment because the logic behind the 1033 Program legislation is clear; to enhance capabilities thereby reducing response times of law enforcement. This subsequently saves tax payers money. (Smith, 2010) The program started in 1997 by the National Defense Authorization Act (NDAA), which granted permanent authority to the Secretary of Defense to transfer defense material for law enforcement, particularly those associated with counter-drug, human sex trafficking, and counter-terrorism activities. (Else, 2014) This is done at no cost or little cost to the receiving agencies. The 1033 Program is administered by the Law Enforcement Support Office (LESO). However,…

the current multi-agency/multi-discipline approach to national disasters and emergencies. This summary briefly reviews the history of federal planning documents over the past twenty years as context for the present day, National Response Framework; and then highlights the response doctrine and its five principles, as it seems to encapsulate the National Response Framework overall. “Response doctrine influences the way in which policy and plans are developed, forces are organized and trained, and equipment is procured. It promotes unity of purpose, guides professional judgment, and enables responders to best fulfill their responsibilities.” (NFR, January 2008, Page 8 and 9) This summary draws upon multiple documents from one primary source, the Department of Homeland Security web site. Upon examination of these documents it became clear that as our country faced more frequent and destructive disasters, the more collaborative our preparation, response and recovery efforts had to become; and to coordinate that kind of multi-systems response our first responders and decision makers would need a framework from which to provide a powerful unified response. That document is the National Response Framework. Researching and summarizing this document is a crucial foundation to understanding 21st Century emergency management in the United States.…

In order to accomplish this mission, Disaster Mortuary Operational Response Teams (DMORTs) were developed. DMORTs are composed of private citizens, each with a particular field of expertise, who are activated in the event of a disaster. NDMS/DMORT personnel are required to maintain appropriate certifications and licensure within their discipline. When personnel are activated, licensure and certification is recognized by all States, and the personnel are compensated for their duty time by the Federal government as a intermittent Federal employee. During an emergency response, DMORTs work under the guidance of local authorities by providing technical assistance and personnel to identify and process deceased victims.…
