5th BRICS Summit - eThekwini Declaration and Action Plan
March 27, 2013 * We, the leaders of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People's Republic of China and the Republic of South Africa, met in Durban, South Africa, on 27 March 2013 at the Fifth BRICS Summit. Our discussions took place under the overarching theme, "BRICS and Africa: Partnership for Development, Integration and Industrialisation”. The Fifth BRICS Summit concluded the first cycle of BRICS Summits and we reaffirmed our commitment to the promotion of international law, multilateralism and the central role of the United Nations (UN). Our discussions reflected our growing intra-BRICS solidarity as well as our shared goal to contribute positively to global peace, stability, development and cooperation. We also considered our role in the international system as based on an inclusive approach of shared solidarity and cooperation towards all nations and peoples. * We met at a time which requires that we consider issues of mutual interest and systemic importance in order to share concerns and to develop lasting solutions. We aim at progressively developing BRICS into a full-fledged mechanism of current and long-term coordination on a wide range of key issues of the world economy and politics. The prevailing global governance architecture is regulated by institutions which were conceived in circumstances when the international landscape in all its aspects was characterised by very different challenges and opportunities.As the global economy is being reshaped, weare committed to exploring new models and approaches towards more equitable development and inclusive global growth by emphasising complementarities and building on our respective economic strengths. * We are open to increasing our engagement and cooperation with non-BRICS countries, in particular Emerging Market and Developing Countries (EMDCs), and relevant international and regional

    Now that the Group of Twenty (G20) summit has arisen as the self-proclaimed permanent, premier forum for international economic governance, a lively debate has erupted about its relationship with the old Group of Eight (G8) and the role of both bodies in the years ahead. Many assume or argue that the G8 will and should fade away, fast, and the G20 assume all the broad agenda and functions the former has long had. Far fewer assert openly that that the new and diverse G20 may itself fade away along with the galvanizing economic crisis that gave it birth, leaving the G8 with its inner Group of Seven (G7) finance ministers to continue as the global steering group that counts. Given the durability of international institutions, it is more likely that both, rather than either or neither, will continue for the foreseeable future, in a relationship that could take several forms. The major possibilities are competition, passive mutual coexistence by dividing up the global policy agenda and governance functions, or active cooperation that brings the comparative advantage of each to reap the global governance synergies that await (Kirton 2009). After less than two years of G20 summitry, it is still too soon to conclude with complete confidence which scenario will spring to life. But there is already substantial evidence to suggest that the system is moving toward synergistic cooperation between the two G’s that will strengthen each and both in the medium term. These recommendations focus on actions aimed at promoting global sustainability and growth, and are directed towards several of the stated priorities of the Mexican presidency of the G-20. This letter follows previous submissions to the G-20 in 2009, 2010, and 2011, and a letter submitted earlier this year. The first letter for 2012 was addressed to G-20 Deputies and Finance Ministers and focused solely on public sector financial management, transparency, and accountability (www.ifac.org/publications-resources/ifac-makes-recommendations-g-20). This current submission is addressed to G-20 Leaders, and as noted earlier, focuses on global sustainability and growth.
