In Andrew Kelly’s “The Cost of ‘Free’ College” he proposes why free college will not only lower standards and competition among colleges, but will weaken the university's stance on policy and redirect tuition expenses to taxpayers (39). Published in 2017, David F. Labaree’s book A Perfect Mess: The Unlikely Ascendancy of American Higher Education analyzes exactly what the title suggests.
