Around 9 p.m. on Sept. 13, Officer Darryn Brown responded to a call from Jennifer Guzman, the Forever 21 manager, who said that a black female and a black male, both believed to be teenagers, stuffed two bags with store items before escaping through the door of a rear fire exit and setting off the alarms, according to the incident report. Guzman said the female had black, medium-length hair, brown eyes and a thin build. She was wearing a black t-shirt with red coloring, a black jacket with a white trim on the sleeves, a black skirt with a white trim, puffy black slippers and had her hair in a bun. Guzman described the male as having short, black hair, brown eyes, a thin build and no facial hair. He was wearing dark blue jeans and a red t-shirt. Guzman said she lost sight of the suspects on Massachusetts Avenue. The incident report said video footage of the scene could not be accessed, but would be available later for District 4 detectives to view.

18, two other officers arrived at the Forever 21 store after receiving a call concerning a shoplifting incident at 8:11 p.m. As said in the incident report, the suspect was a black male, 38 to 42 years old, bald, had brown eyes, a thin build and was wearing an orange collared long-sleeve shirt and tan khakis. Store manager Shereece Rankine told officials that the man entered the store and shoved six pairs of women’s jeans into a Macy’s bag.
