In this act, Sanders suggests the elimination of undergraduate tuition in both two-year and four-year public institutions. Public colleges receive a total of nearly 70 billion dollars each year in tuition to present the students with a variety of resources and administrators each year. Without this funding, colleges would not be able to function. To make up for the lost funds in tuition, the legislation would impose a Robin Hood tax on Wall Street to obtain 45 billion dollars for higher education, and the states would cover the other 33 percent of the cost through a tax of their choosing. The individual state would receive the federal funds and would be responsible for the spending on higher education. To protect students and ensure the quality of the education, students and states must meet certain federal requirements to qualify. Under the College for All Act, the price of college would plummet without significant destruction of higher education institutions from lack of funds. In fact, after colleges eliminate tuition, Sanders plans to increase the federal grants to the colleges to expand academic courses and increase the number of instructional faculties. Since Americans generally use free services, college would not be an exception. Without high tuition, a lack of financial support would not prevent students with low-income backgrounds from attending and graduating college and would attract students that normally would not dream of going to college. The opportunities for affordable higher education would provide equal opportunities forgrea all social classes. College degrees would become more common to all Americans since the schooling would be more available. Also, unlike the Tennessee Promise, higher education would be more available to adults already in the workforce. The Tennessee Promise is a scholarship that provides free community college for newly graduated Tennessean high school students; however, adults wanting to complete college may not apply for the scholarship. Sanders’ plan allows adults to return to college for a free undergraduate degree to provide a more educated workforce to succeed in their fields and extends larger opportunities for Americans working in low-level jobs.
