§16-192
• A. …schools or charter schools…shall not spend or use public resources to influence an election, including the use or expenditure of monies, accounts, credit, materials, equipment, buildings, facilities, vehicles, postage, telecommunications, computer hardware and software, webpages and personnel and any other thing of value of the public entity.
• B. This section does not prohibit:
• 1. The use of public resources, including facilities and equipment, for government sponsored meetings, forums or debates if the government sponsor remains impartial and the events are purely informational and provide an equal opportunity to all viewpoints.
The rental and use of a public facility by a private person or entity that may lawfully attempt to influence the outcome of an election is permitted if it does not occur at the same time and place as a government sponsored event.

Do we already have an override? • The District currently has a 10% M&O Override in place. • That override generates an additional $3,000,000 per school year.
• That override begins to phase out in the 20162017 school year.

Why do we need an override? • M&O overrides are fully funded for five years, then they begin to phase out.
• Voters approved a ten percent override that took efect for the 2010-2011 school year.
• That override will begin to phase out for the 20162017 school year.
• That phase out will reduce the M&O each year for three years.

•Schools are overcrowded and run down! What will the money be used for?

What are we asking for?
• The district is asking for permission to exceed its current state funding level.
• The District is asking to replace its current
10% M&O override with a new override.

2019-2020.

What is the cost to a
Property Owner?
• The current M&O Override costs the owner of a
$100,000 home $100.00 per year.
• The proposed override would cost that homeowner an additional $150.00 per year.

Why are we asking for a DAA
Override now?
• To replace support discontinued at state level.
• Funds carried forward from prior years are almost exhausted. • An override would allow us to fund current basic needs and to begin to support new state standards which require more rigorous curriculum materials and stronger technology and will allow us to build two new schools in order to alleviate the overcrowding in the current schools.

What are we asking?
• Creighton is asking for permission to exceed its state funding level.
• Authorized by District Voters
• Will not exceed $50m.
• Would last for seven years starting with the 20152016 school year.
• Funded by a levy on property within the District.

    The Washington State constitution dictates “It is the paramount duty of the state to make ample provision for the education of all children residing within its borders, without distinction or preference on account of race, color, caste or sex.” All children have the right to an education, however unlike other states, within the Washington State constitution it is made a “paramount duty”. In 1976, following a failure to pass a levy by Seattle School District, Seattle School District argued that this wasn’t the case. The Doran decision in the late 70’s found that Washington State was violating its constitutional law in not providing adequate funds to public education. The McCleary case took it further and argued that Washington State needs to do more than cover a percentage within a school budget but fully fund public education and real changes need to be made. These changes were the laws ESHB 2261 and SHB 2776 which required such things as lower class sizes, fully funded kindergarten and highly capable programs, increased credits for high school, increased instructional hours and new funding levels to be established by the 2018 school year. As of December 2012 the findings were that the state was not making adequate progress towards making the 2018 deadline and that inequities in funding still existed. This paper will examine the funding inequities in Washington State public education and identify both the impact and some possible alternative or solutions. The three main reasons contributing to funding inequities that will be examined are; an overreliance on local funding, grandfathering of levy lids, and discrepancy in teacher salary dependent on school district.…
