Environmental problems is inevitable in a developing country. Dominican Republic is located in an Island and it is a country which used to have a environmental issue. This had led to many other problems such as land loss, low air quality, and soil erosion. However, Balaguer had developed policies and restrictions to ensure that the problem stops. In my opinion, I believe that his policies were very effective as he took it seriously.f
First of all, Logging and sugar growing were the main causes of deforestation which later on, led to other few problems. For example; loss of watersheds, soil erosion, and health problems. According to Steve Shearer, “Soon after becoming president, he took drastic action by banning all logging the country” (Shearer, 2012). Although, his action returned a negative outcome a lot of industries, it also had a positive effect. By banning logging, it recovers the watersheds which are very important for hydroelectric power. According to Steve Shearer, Dominican Republic has the need to maintain forested watersheds for hydroelectric power (Shearer, 2012). After Balaguer's actions toward the environmental problem, according to Dithaya Punyaratabandhu, it has resulted that the overall forest of Dominican Republic remains 28% for 20 years while Haiti, a country sharing the Island had 1% of forest left (Punyaratabandhu, 2012).
On the other hand, some people think that what Balaguer did was too harsh and unacceptable. According to Steve Shearer, “Many companies went bankrupt because he banned logging and imposed a huge taxes on logging companies” (Shearer, 2012). Balaguer might had been the reason for a lot of people suffering and pain but looking at the upside, he had also achieved what other countries have been trying to do and failed. Balaguer banned logging and it had returned a negative outcome but he managed to handle all problems occurred by his action. For example ; he imported and spubsidized woods and timber.
