COMPLAINT
The undersigned accuses Francisco Roxas (Mapsa) the crime of indirect contempt of court committed as follows: That on or about 10:00 A.M. 17 Oct 2012 in the session hall of lupon tagapamayapa, Barangay South Cembo, Makati City while we lupon tagapamayapa were conducting the hearing of the said accused Francisco Roxas (Complainant) of Barangay case No. 09-16-12 for threat / non – payment of debt (hereto attached) did then and there wilfully, unlawfully and feloniously uttered invectives in arrogant manner.

QUOTE: “Palabasin Yan!” (pasigaw), Pinagsabihan namin na may prosesong sinusunod sa Lupon Tagapamayapa ngunit hindi siya sumunod. Tuloy – tuloy pa rin siyang sumigaw sabay hampas ng kamay sa ibabaw ng mesa ng panel sa session hall.
Sa puntong ito, binalaan namin siya na huwag gumawa ng ganun dahil posible siyang ma – court contempt at breach of peace. Ngunit arogante pa rin siyang sumagot at hinamon ang lupon, “Sige! Sige! Magdemanda kayo!”

Because of the misconduct shown by the accused, the event almost endangered our lives due to high blood pressure and nervous breakdown. We as lupon, Lt. Tonito O. Obedoza and Lt. Wilfredo V. Ramos, both retired Philippine constabulary personnel, not to mention our age as octagenarian and lupon tagapamayapa for more than two decades and six years now, request for immediate action regarding this unlawful incident and misbehaviour.
