HIGHER EDUCATION INTERNATIONALIZATION IN VIETNAM: UNINTENDED SOCIO-POLITICAL IMPACTS OF JOINT PROGRAMS SEEN AS SPECIAL FREE ACADEMIC ZONES
Dr. Ngô Tự Lập1 Abstract During the last decades, Joint Programs, a model of transnational higher education, have enjoyed tremendous increase Vietnam. In this model, all the curricula, textbooks and other teaching materials are provided by foreign partners; all subjects are taught fully in foreign languages; foreign lecturers teach a part of the academic programs; the domestic lecturers are recommended by the local institutions but must be approved by the partner universities. The domestic lecturers, in their teaching, are required to deliver accredited courses in accordance to the partners’ curricula and subject outlines. Assessment process and quality assurance are controlled by the partner universities. Upon completion of their programs, students are awarded degrees of the partners. The underlying motivation of the JPs basically economic: income generation for the providers and market-friendly human resource for the country-receivers. However, under Vietnamese historical and socio-political conditions, the JPs come to play an unexpected role similar to that of the Special Free Economic Zones (SFEZ) in economy. Being intrinsically free academic oases, they allow the essential ideas of academic freedom to be realized despite the limitations of national higher education systems due to specific historical socio-political conditions.

Vietnamese Higher Education and Internationalization of Higher Education Before 1986 In a sense, the history of Vietnamese higher education, until 1945, is essentially a history of internationalization2.     Studying the prior history of Vietnam is important because we learn that Vietnam was completely under French rule by 1893 (Week One Lecture, 2013). Why was Vietnam such a prized possession to have? Vietnam’s location was significant within itself; Vietnam had “a strategic location astride major shipping lanes linking India, China, Japan, and the islands of Southeast Asia” and served as a source of foodstuffs and raw materials (Moss, 2010, p.2). We must put ourselves in the shoes of the Vietnamese people during this time and view these events from their point-of-view also. There were territorial wars including France, Japan, and eventually the United States which all treated Vietnam and the Vietnamese people as nothing more than property that they wanted to gain and maintain control of. No respect or value of their culture was held by any of these countries, which served as another reason that Vietnam sought national identity and independence. Studying the context of the prior history of Vietnam and what the participants of this history valued helps understand the elements that led to the independence of Vietnam. All of the information needed to understand the decisions made and the actions taken by the Vietnamese people to fight for their independence is gained through studying the context of their prior history.…

    One of the most wonderful things about higher education in America is that it varies from institution to institution. There is no “one size fits all” college experience as each individual university has its own standards and traditions, making it easy for anyone pursuing a degree to find the college that is right for them.
