a. Heath Maintenance Organizations (HMO’s) have substantially lower hospitalization rates per person than Fee for Service (FFS) insurance plans because of the use of preventative medical care. On page 318, it shows an example that “HMO’s often tout their uses of preventive services as a way of reducing health care costs”. This statement shows that by helping the patients fix the problem or prevent the problem from occurring before hand, there is less hospitalization because you stopped or saw the problem coming before it became worse.
