Home Observation Report
On 6/14/2015 at approximately 1833 hours, I was conducting a security walk in Tower 12-B Pod at the Lower Buckeye Jail (address listed above). After I completed the walk in B pod I came up to cell 8 and noticed (V1) Inmate Stark, Arthur MCSO Booking Number (T174712) was laying on the lower bed inside his assigned cell with a pink Inmate towel over his forehead. I then asked Inmate Stark why he didn’t come up to get his evening meal. Inmate Stark then stated to me, "I am not hungry". I then ordered Inmate Stark to remove the pink Inmate towel from his head.

Once the pink Inmate towel had been removed from Inmate Stark’s head, I noticed that he had a few cuts on his forehead and bruising all around his head. I then asked Inmate Stark how he had sustained all the injuries. Inmate Stark then stated to me, "I slipped and fell in the shower." I then made a radio call to the Tower 12 Tower Officer to close cell 8 so that Inmate Stark would be secured inside of his assigned cell. I then exited Tower12- B Pod to get

At approximately 1806 Inmate Hendy going into cell 16 and throwing off his shirt onto the bottom bunk. Then you see Inmate Lopez walk towards cell 16 and stand outside of the cell. Then following that, Inmate Byassee goes and stands next to Inmate Lopez. Then the video shows Inmate Stark walking into cell 16. After several seconds Inmate Lopez and Inmate Byassee go into cell 16. After both inmates enter the cell there is more movement in the back of the cell. At approximately 1808 you see Inmate Hendy come out of cell 16 with his shirt on followed by Inmate Lopez and Inmate Byassee. You see another Inmate high-five and hug Inmate Hendy. On video you then see Inmate Stark walk out of cell 16 last and Inmate Stark makes his ways to the showers, and as this is happening Inmate Hendy is then shown on camera wiping up the floor in cell 16 with a pink inmate

    Riots and disturbances in prisons are not a new phenomenon in the United States and in the past decades there has been a continuation of these destructive and violent events. The prison riot at a phenomenon can be used in a number of ways. The term riot can be defined as the act of inmates taking control of a significant portion of a prison or correctional center for a significant period of time (American Correctional Association, 2010). Also, the term disturbance is considered a step down from riot because there are fewer inmates involved and there is no control or minimal control of a small portion of the correctional facility by inmates (American Correctional Association, 2010). One of the longest prisoner riots in the history of the United States occurred at the Arizona State Prison Lewis Complex in the Morey Unit. Located in Buckeye, Arizona the Morey Unit is designed to hold 800 prisoners of various security levels from low, medium, too high. This situation in the Morey Unit started in the early morning of January 18, 2004 in the kitchen where two inmates overtook civilian kitchen staff and correctional officers with prison made knives and shanks. The inmates who initiated this hostage situation was Steven Coy and Ricky Wassenaar, during this 15 day standoff two correctional officers were taken hostage, one female and one male. During the standoff the correctional officers were assaulted physically and sexually, but were eventually released alive. This riot and disturbance in the Morey Unit started as an escape attempt inmates Coy and Wassenaar, and when that plan got skewed it then turned into a long hostage situation, during which they were able to gain access to a guard tower with rifles and ammunition. The Morey Unit hostage situation could have been mitigated with four major methods of improved security measures, proper amount of staff and training, more experienced officers, and reduced overcrowding.…

    In 1971 the Attica Prison, located near Buffalo, New York, erupted into a riot (“Riot at Attica Prison”). Many of the inmates at the correctional facility had strong emotions about the treatment they and others were receiving at this prison. Physical brutality, lack of medical treatment, and poor sanitation were just a few points of interest the inmates wanted to see change (Berman). On the morning of September 9, a minimal amount of prisoners overpowered guards and seized control of a prison gallery (“Riot at Attica Prison”). After access was granted to this prison gallery, the prisoners were able to access all areas of the correctional facility. It was at this time all 2,200 prisoners went into a rebellion, brutally destroying the facility. However, by 10:30 a.m., state police with the help of the National Guard regained control of most of the prison without any lives lost (“Riot at Attica Prison”). The only area remaining to regain control of was the D yard, and in an attempt to do just that, state police, as well as the national guard, tear-gassed everyone located inside this area (Berman). Frank Smith, an inmate who resumed the job of a guard during the prison riot was in yard D at the time of this occurrence. “The first thing I seen and hear was a helicopter circling over the yard, you know, and then gas, and then a loudspeaker, ‘Put your hand on your head and you won't be harmed,’” Frank Smith recounts in a interview with PBS (Douglass). The information Frank Smith provided at that time helped the citizens, who were not present at the time of the riot, to fully understand the events that had taken place. After state officials agreed to the inmates demands, they regained control of the correctional facility returning the prison to normal.     In a close security prison, offenders housed here are an escape/flight risk, they have histories of assaults, and an offender may be held there because of other charges pending for a different law enforcement agency, the offenders in this prison never leave to do anything outside of the prison and they are supervised 24 hrs a day by a correctional officer (“State Prisons,” 2013). These prisons are usually set up with single cells but have been doubled, they are divided into cell blocks that can be in one building or multiple buildings, they have remote controlled cell doors and every cell has its own plumbing fixtures (sink & toilet).
