Border security “as general” is a composite task, as for example; cargos transported by sea or by multimodal transportation utilizing various transportations facilities (ship – trucks – railways etc.) through number of places, stored in warehouse, Custody, and/or terminals by several persons (Actors
in the Logistics Chain) with different nationalities for supervision affairs from the loading point to the distribution point, so effective border security requires cooperation along nation’s external borders and develop the governance capabilities of nations in areas of strategic importance. (Lake, 2007).
