The relation between homeland security and border security described as a series of concentric circles, with the outer circle being that of defensive efforts launched outside the nation. The continuum of activities to provide homeland security then moves through ever more smaller circles starting from distant exertions to closer and local procedures. Thus, the process starts with prevention abroad and growths through the other steps as required.
Border security “as general” is a composite task, as for example; cargos transported by sea or by multimodal transportation utilizing various transportations facilities (ship – trucks – railways etc.) through number of places, stored in warehouse, Custody, and/or terminals by several persons (Actors
