The project of constructing the Hoover Dam was not an overnight decision, the first actions taken to control the Colorado River was in 1902 when then President Theodore Roosevelt the 26th President of the United States signed the Reclamation Act. Reclamation engineers began their long series of investigations and reports on control and use of the Colorado River.
Over the next thirty years the unpredictability of the Colorado was evident all through the southwest, the Imperial Valley located in Imperial County California was the hardest hit on a number of fronts. The Colorado when out of control would cause devastating floods destroying established farms, when the river was quiet the valley would be prone to devastating droughts.
Decades after proposals were made to build a dam to control flooding and provide water for farms in Southern California and the Southwest, then-Secretary of Commerce Herbert Hoover served on a commission charged with finding an equitable way to divide the waters of the Colorado River among the seven basin states (California, Nevada, Arizona, Utah, Colorado, New Mexico and Wyoming). The result of this commission’s deliberations – the Colorado River Compact of 1922 – finally cleared the way for the dam to be built. President Calvin Coolidge 30th President of the United States authorized the Boulder Canyon Project in 1928. The next year 1929, as the new President, Herbert Hoover 31st President of the United States took an active part in settling engineering problems that moved the dam from Boulder Canyon to Black Canyon.
The next step was to figure out how to pay for the dam project, the Federal Government Approved $177,000,000. The decision was made that the hydro energy stored at the dam in Lake Meade would be harnessed to produce electricity through hydro turbine generators. Power generated at Hoover Dam is provided to 15 contractors in the States of California, Arizona and Nevada under contracts that were signed in 1987, and
