The Hutu were of the higher class coming from more money. I feel like a lot of what happened throughout the movie had to do with bribes and who they were too, so that one could get what they wanted, the other needed something in exchange. Paul pretty much had to buy his family back from the military, as well as giving him the best Scotch around which stands as a bribe. He takes refugees into his hotel, from children to elders. He was such a positive and strong man, who put his life at risks for others. But, because of what he was doing all of the violence and anger from the soldiers grew stronger because he was keeping all these people hidden in his hotel.
Paul had some connections with the UN Peacekeeping forces but they were not strong enough to take control of the situation. The Hutu are at war for what seems to be the anger toward the Tutsi people because they have overtaken Rwanda. The Tutsi were given the power by Belgian Colonists. Paul who is a Hutu and wife a Tutsi do not believe the Hutu have any right doing what they are doing, he makes his way through trying to save the Tutsi people with the little bit of power he has of being a Hutu because he cannot really be touched, but his family can so he treads very very lightly about this
