Statistics shown that as of November 2011, total of 1,308 developers and 4,703 directors of property development companies had been blacklisted by the Ministry of Housing & Local Development (KPKT). These developers were involved in offences that fall under four categories – (1) failure to hand over of vacant possession on time, (2) abandoning of projects, (3) involvement in “sick” projects and (4) non-compliance with the judgment of Tribunal for Home Buyer Claims.

These perennial problems have caused much financial losses, social and emotional problems to house buyers.
In addition, the company too suffers constantly by receiving negative feedback on their inability to handover of the vacant possession on time as house buyers had to wait long while servicing their interest for bank loans. Such situation has caused losses to the company and have also tarnished company image, as dissatisfied house buyers tend to pass negative words of mouth about the company to others who had intention to purchase its houses. This hinders potential stakeholders to avoid dealing with the company.
1.3 Research Questions
In this study, the researcher attempts to analyze the following questions:-
(i) How many houses/properties are recorded for the delay in handing over of vacant possession from year 2010 to 2015 from the company?

1.5 Scope of Study
This study is carried out at Chundi Incorporated Sdn Bhd (CISB) at Unit 309, Block A, Phileo Damanasara II, No.15/16 Off Jalan Damansara, 40850 Petaling Jaya, Selangor. The study only involves support staff from Project Division and Sales Administration Department at this company.
In addition, two members of the management also participated in this study. Data for this study refers to year 2010 to 2015.
1.6 Significance of the Study
This study is expected to be useful to the company as it provides some solutions that are able to resolve some of the problems associated with Late Delivery of Vacant Possession. In addition this research is expected to increase the company’s competitive edge in market and benefits the property development industry itself. This study will also become a channel for project managers to provide feedback to improve work processes which in turn will increase management efficiency. It is anticipated that this study will assist the property development industries by improving its communication channels with regulators, local authorities and government agencies in overcoming the present adverse situations.
