Housing Home Policy Analysis

Everyday when I am driving to college, I see homeless people on the side of the road and I can't help wondering if there is any way I could help them out. Housing First is a program solely dedicated to giving chronically homeless and homeless citizens a home first, although this program is mainly intended for chronically homeless citizens it can also be used by homeless citizens. Chronically homeless citizens have been living on the streets for more than a year, and homeless citizens have been living on the streets for less than a year. Once they are settled in their case manager they were assigned, help them focus on getting a job or rehabilitation if needed. According to Business Insider, an American business, celebrity and technology website based in New York City, "Tsemberis tested his theory on 242 chronically homeless in New York City. Five years later, 88% were still living in their apartments at a lower cost to taxpayers and state government." Tsemberis is working on helping other states, cities, and counties to try his approach. Massachusetts Budget and Policy Center states, "the state provided low-income families and their children under 18 years old with shelter through the Emergency Assistance program." This shows, every state has there own obstacles to overcome and Massachusetts obstacle had to do with the Great recession. Everett is slowly implementing the Housing First policy by starting off with building 20 units in the next two years to see how Housing First works and to determine what they need in order to implement it permanently or if they need to find an alternative to help them with their homeless problem.
