The United Way realized that the national Boy Scout of America policy that allowed discrimination against avowed gays goes against its own antidiscrimination policies. However the national UW permits local UW chapters to determine their own antidiscrimination policies. And that is how Larry Norvell (local head of the UW of Columbia) had to face the issue of allocations to the local BSA organization -- Cascade pacific Council of the Boy Scouts of America (CPCBSA). The central dilemma for Norvell is whether or not to address the discriminatory actions of the BSA and CPCBSA organizations and what the impact of this decision will mean to his organization stakeholders (e.g. board members, UWCW personnel) as well to other groups of stakeholders such as the donors, the agency heads (including Larry Otto, executive director of the CPCBSA), and the community people. The concern for stakeholders here is that ultimately the UWCW is around to assist organizations by providing funding to better the community as a whole. 100% of contributions go to agencies, as such the only people who will directly be impacted by a drop in contributions would be the people who need those the most.…

Scouting has helped me in this regard in many ways. Technically scouting doesn’t have a very significant connection to the arts, but it has shown me many other concepts that I’ve utilized in maintaining a self motivating and ever-evolving life. Scouting has first showed me that to gain an experience in the world, you must try new things, that might be out of your comfort zone. At the age of six, I embarked on something that would have a profound affect on my life. I joined the Boy Scouts of America. Here, I felt I was becoming a part of something big. I was joining an international community of men and women who dedicate their lives to developing young men into leaders. During my twelfth year as a dedicated scout, I was given the opportunity to demonstrate lasting leadership skills as I am currently in the process of achieving Eagle rank, the highest and most honorable level in the boy scouts. In order to satisfy the requirement of leading a project to achieve Eagle Rank in Boy Scouts, I took on an uncommon venture in which I gained substantial life skills. Seeking out a unique project, I came across the overwhelmingly neglected Gleason Cemetery, a burial ground for early settlers in Oregon which clearly required restoration. I recruited friends, family, and fellow scouts to assist me as my weed-pulling arsenal. Along with delegating tasks, I labored alongside each worker. In between sessions of removing ivy and blackberry bushes, I created a map of the cemetery, recording the names of all 21 residents in order to assist the local historical society acting as my project’s beneficiary. Under my guidance, a forest of invasive flora was restored back into a memorial for those who passed away many decades ago.…
Everyone was fine at the end of the trip, but we were all very exhausted. After we had hiked almost 50 miles, we had to spend another week camping at a lake. Boy Scouts has made me stretch and pull my comfort way past I had expected, but it has taught me how to push through. I know you all are thinking why I am giving a speech about Boy Scouts when the cut off age to be a Scout is 18 but that is beside the point. Scouting has taught me many things about myself. It is a big part of who I am now and it will stay with me forever. Through Scouting, I have learned the importance of preparation, personal responsibility, service to others, and leadership skills. I first started out with Cub Scouts where I earned every rank and received my Arrow of Light. After Cub Scouts, I crossed over to Boy Scouts and joined Troop 40. I have been extremely involved with my Troop and I have done almost everything they have had to offer. I am proud of the fact that I will be the 6th member of my extended family (cousins) to earn the rank of Eagle Scout from Troop 40, all under the guidance of the same Scoutmaster, Mr. Clifton Glover.
