How Democratic Was Germany at the Turn of the 20th Century?
How democratic was Germany at the turn of the 20th century?

I believe that Germany was not democratic at all as they made they`re citizens believe that they were. Germany had tied to be democratic to show on the surface that they gave the people freedom to vote for who they wanted to. In this essay I will explain my point of view on this essay and what other people might believe and think in response to my opinions.

Many people would think Germany was democratic as they allowed men over the age of 25 could vote every 3 years. This is a form of democracy and it does show us that they were getting somewhere and that they did understand half the definition of “Democracy”. I believe from the statistics given that Germany was sexist and might have believed that women and younger adults weren`t intelligent and that women were supposed to be at home doing chores and looking after children, as they have for decades. This practically shows us that there was no equality.

Another point would be that only the Kaiser (Emperor) could dismiss the government. He could not just dismiss it he could dissolved the parliament (Reichstag) if the plans did not go to his way, this resulted in no democracy what so ever. But yet many other would respond to this and say that Germany did have political parties which actual people could vote for. For an example in the late 19th century the conservative party had won but yet in the 1912the SPD (Social Democratic Party) won with 110 points. This does show a great form of democracy but not enough to prove that they were as one third of the votes went to the Junkers. There weren`t many Junkers compared to Peasants and it shows the unfairness of their process to brain wash people at the time.
There are more cons then pros and it truly makes people think what democracy really is, and if the country that they live in is a real democracy or a play put on for them to feel safe and feel the sense of freedom given mentally and not physically.

    A major flaw in the Weimar constitution was the proportional representation electoral system, which was an attempt to become more democratic. Democracy comes at the price of a strong government as it is usually difficult to form a stable government in a democracy. This can be manifested by the fact that in the mere period of 14 years, there were 21 different governments and 13 chancellors. This shows that the Weimar government lacked stability and strength which would make it almost impossible for the government to be effective and tackle the problems. How could the government solve the difficult troubles that Germany was facing, when they could not even manage to cooperate and unite? Since, proportional representation is one of the fairest electoral systems, it was impossible to form a strong single party government who had a good hold in the Reichstag and only weak coalitions which could not agree upon a decision was formed. Weak coalitions meant ineffective and incompetent governments. On the other hand, it could be said that the Weimar governments were not as unstable as it is claimed to be. The Weimar constitution has produced effective and stable governments such as the grand coalition which was seen as a strong government and it stood for the longest amount of time.     Germany was a parliamentary democracy based on the constitution that Germany was run by. The Bundesrat being part of the constitution consisted of 58 members who were elected by the state assemblies, the Bundesrat had the power in theory to the law making process and by this having this possibly the right to alter the constitution. The Bundesrat had the power to veto legislation against a bill, therefore being able to stop such laws that would not be in favour of Germany. As well as this, the Bundesrat and the Reichstag had joint legislative power. The Reichstag was elected members represented by constituencies and were all male over the age of twenty five. One of the most significant points in favour of Germany being a democracy is that Bismark introduced universal male suffrage elections in 1871. This is clearly an example of a parliamentary democracy because it allowed people of all classes to vote; meaning that every layer of society had the opportunity to be represented. However importantly over the Bundesrat the Reichstag was significantly in power of the financial affairs and the banking system of Germany and perhaps most importantly the control the Reichstag had over the defence budget which was vital federal government expenditure. It had grown from being 100 million marks in 1890 to rapidly increasing to 2,405 million marks by 1913. Although the Kaiser did have the right to dissolve the Reichstag they still could hold elections after this.     Nationalism was an important and integral factor in the downfall of the Weimar Republic and in turn, the ensuing failure of democracy in Germany in the period 1918-1934.     Germany before WW1 had a climate that possible could have led them to follow democracy. After all the biggest party in Reichstag was a democratic party and there was a constitution. Along with this the voting system was fairly progressed giving votes to most men and turnouts for these elections had increased showing political participation to be increasing along with general interest in politics. It is for these reasons that one may argue that Germany was moving towards a democracy before WW1. However despite there being democratic elements within the German government, these features actually posed a threat democracy through counteracting the changes that would have led to it. For example although a constitution existed in Germany, this constitution made it possible for the Kaiser to rule Germany in an almost authoritarian manner and therefore stop any change in it’s path. Furthermore whether or not the SDP was the most supported party in Germany is also debatable due to the Hottentot election. Rigidity of the Kaiser’s powers, the inability for those in authority to suppress those power and urge for change and the fact that the SDP may not have been as supported as was once thought are all reason that has led to the conclusion that Germany was in a state of political stalemate before the war and the layout of the government was n such a way that a democratic Germany seemed an almost impossible achievement.…
