How Did King Simon Follow His Rules

As King Simon awoke he braced himself for another day in Ogre country, but then he heard something strange: not the usual happy cheers of the ogres, but angry mad shouts. King Simon looked out his window and saw almost all the ogres of Ogre country gathered around his tower.
King Simon approached them in hopes to please them. He quickly found out nobody wanted him as king any more. They said he had too many rules and they refused to take any advice from him. At first King Simon was not even considering leaving Ogre country, but after awhile he became bored of being king for he had nothing to do. So King Simon gave up his position of being king and started the long walk to the underground dungeon where all the other unwanted ogres went.
Weeks after, everything fell apart in Ogre country. All of the essential facilities, hospitals, fire stations, and police stations had been demolished. When ogres

King Simon originally planned to work on the trolls of Troll country by making bad things happen. He would keep doing this until they broke and begged for him to come back. Fortunately for King Simon, Troll country had already done this to themselves.
That night King Simon told all the other ogres in the underground about his plan. Since Ogre country was the underground’s common enemy, all the ogres in the underground were willing to help. King Simon knew he would have to work on the ogres a little more before they broke, but great things would happen over time.
The night they were supposed to start their plan they got rained out, everyone was disappointed. But when they heard the rain caused a flood they were hopping with joy. Soon King Simon received a letter: “Dear King Simon, we are sorry for kicking you out. We need you. Will you please come back?” Of course he said yes. King Simon received many letters after
