So in December of 1804, before the Pope, he crowns himself as an emperor of France. Before doing this Napoleon was all for a constitutional and stable government. He was in the process of creating a constitution. He created a Council of Sate that would discuss legislation, vote on laws without debates and gave authority. He also working with the catholic church believing that churches should play no role in state affairs however he was also a hypocrite to was the church. With the Age of enlightenment, he wanted to encourage morality but he needed to re-established religion, making Catholic the religion of France but also encourages the practice and freedom of religion. He was willing to make compromises, but once he crowns himself emperor of France things began to change
