INTRODUCTION
Background of the Study
According to Carbonell, et. al (2010), library is a collection of resources and services , and the structure in which it is housed or the collection of useful material for common use. These collections and services may be intended for use of people worldwide who choose not to- or cannot afford to- purchase an extensive collection themselves, who need material no individual can reasonably be expected to have, or who require professional assistance with their research.
Online Based Library System is one of the products in the field of Information and Communication Technology nowadays. It helps the researchers to provide easy access to the ideas and creativity of the books available in the library. Just like for example the Environmental Protection Agency (EPA), National Library Network in
Pennsylvania Avenue NW, Washington DC., where according Mitchell (2012) one of the administrator of the website, the Library Network provides access to its collections through the Online Library System (OLS), a database catalog of the library collections.
The OLS offers author, title, and keyword access to library materials and makes it possible to retrieve relevant information regardless of its physical location.
The same through with the HOLLIS (Harvard Online Library Information
System) at Massachusetts Hall Cambridge where, there are over 70 libraries with extensive collections in numerous subject areas. Each library has its own set of policies
