III. PROJECT BACKGROUND:
Recognizing the significance and the need of a computerized management information system, the management of Misamis Occidental Water District (MOWD), a few years ago, initiated a program towards implementing one for its own use.
As a step towards this objective, the management of MOWD started a computerized Billing and Collection System largely implemented using the ____(mention here the software that they are using)___ . Whatever the reason for the choice, it may have been cogent at that time but the selection has brought to the fore the following disadvantages:
1. The software lacks some features for extensive information security, access, distribution and sharing through the use of computer networks. The software is simply inadequate to cater to the present information needs of the company.
2. The software could create islands of data that would be difficult to integrate in a truly Integrated Information System. Integration is the key to an easier but more effective way to manage and control the company’s business.
3. Subsequently, the situation will create a system that would be largely dependent on the original and vintage developers/programmers and consequently the system becomes difficult and costly to maintain, not to mention the effort that would be required to make revisions and enhancements − normal and inevitable in information systems.
