STATEMENT OF THE PROBLEM

The study aims to determine the perception of farmers on the extent of the implementation of the Comprehensive Agrarian Reform Program (CARP) in the municipalities of President Roxas, Sapian and Dumalag, Capiz in terms of its major components namely:  Land Tenure Improvement (LTI) Program Beneficiaries’ Development (PBD) Agrarian Justice Delivery (AJD)

Questions the study wants to answer
 What is the perception of farmers on the extent of CARP implementation in terms of Land Tenure Improvement, Program Beneficiaries Development or support services and Agrarian Justice Delivery? is the impact derived from CARP implementation as perceived by farmers?

 What

 Is there a significant difference in the perception of the respondents in the implementation of the Comprehensive Agrarian Reform Program in these municipalities?

 Are sociodemographic characteristics of the respondents (age, gender, civil status, educational attainment, farm size and farm location) significantly related to their perceptions on the extent of CARP implementation in terms of land tenure improvement, program beneficiaries development or support services and agrarian justice delivery?

Framework of the Study
 The framework of this study was anchored on Article XIII of the 1987 Philippine Constitution which guarantees agrarian and natural resources reform.
Section 4 of Article XIII further provides that: The State shall, by law, undertake an agrarian reform program founded on the right of farmers and regular farmworkers who are landless, to own directly or collectively the lands they till or, in the case of other farmworkers, to receive a just share of the fruits thereof.
