(i) INTRODUCTION
Masvingo Rural District Council practise a Committee System in its operations in line with the 64 functions in accordance with the Rural District Councils Act Chapter 29:13 First Schedule (71) and each committee is serviced by the head of department. These include the Technical, Audit, Agriculture and Natural Resources, Planning and Economic Affairs, Finance and the Community Services Department which the writer is privileged to head. Below is a brief information about my working experience, academic qualifications, the organisation’s background and some projects highlights.
I am a Bachelor of Arts Honours Degree university graduate currently occupying the post of E.O Community Services with Masvingo Rural District Council, as depicted by the attached organisational chart. Besides the aforementioned qualification, l also holds several qualifications specialising in Human Resources and General Administration. I also have Gender related qualifications that enabled my appointment as the District Gender focal person, with a specific mandate to foster gender mainstreaming in all programming and organisations. In sports, l was elected the Monitoring and Evaluation Tutor under the Community Sport Development Program co-funded by UNICEF and Sports and Recreation Commission. In my organisation, l am directly responsible for sections meant to provide services of a social nature to the inhabitants of the district such as Health, Housing and Education provision systems. I also work with partners in development from registration to regulation of their activities like non governmental organisations and donors.
Masvingo Rural District Council is an organisation established in terms of the Rural District Council Act chapter 29:13 revised edition 1996 to provide services to the people within its area of jurisdiction. This is a decentralised system of Governance where services are provided at a local level, which enhances quick
