Vision - DairyCon foresees the day that dairying shall be the top industry and agriculture the key partner in nation-building.
Mission – (1) Encourage people to go dairying to create wealth, livelihood and share the benefits of economic development nationwide; (2) Utilize the God-given natural resources of the Philippines and conserve the country’s foreign exchange; (3) Create a permanent sector for dairy with globally competitive professional dairymen and farm workers.
Issues and Concerns of the Dairy Industry
The Philippines’ total milk import for 2013 is 1.945.billion million MT liquid milk equivalent (LME), valued at US$857.19 million or P36.387 billion pesos.*
Actual local dairy production in 2013 is 19.46 million MT LME valued at P592.17million pesos indicating about one percent (1%) sufficiency.*
The total livestock population (mostly meat-type) as of January 2014 is 9,039,579, with only 44,189 dairy herd (cow, carabao & goat). *
The small-holder dairy sector produces multiple benefits for its numerous stakeholders including: (1) poverty reduction though regular family income; (2) off-farm jobs estimated to be one job per 10-20 litres per day of milk marketed; (3) environmental benefits through balanced and integrated farming systems; and (4) improved household food security and nutrition.
Challenges
Reverse the situation – the focus should be the conversion of meat cattle to dairy cattle: (1) Cross-breed livestock population to dairy – income from milk will definitely augment the income from meat; (2) Continue with massive importation to have a solid dairy herd base; and (3) Establish breeding centers that will produce cheaper and acclimatized dairy animals
Address the financial mismatch – consider the realistic turn-around period for the dairy farm business. Venture capital, joint venture arrangements or matching of facility is strongly recommended.
Promote generic marketing - Solidly endorse truth in labeling – UHT processed milk should not be labeled as “fresh”. Filipino consumers are misled by the word “fresh” in the labels of UHT/reconstituted milk sold in supermarkets and groceries.
Promote consumption of local fresh milk not only as supplement to mother’s milk if the latter is no longer practicable, but also for household & institutional consumption.
Implement a national milk feeding program among children to solve malnutrition and provide a ready market for the milk produced by the small-hold farmers.
Consumer and local industry protection. There is no imported fresh pasteurized milk. It is the distinct advantage of local producers of milk to be the only suppliers of fresh milk in the Philippines.

1). Specifically, the price that farmers receive is determined by CDC and each provincial government, rather than by market, based on the production cost and the usage of milk. Normally, the price of fluid milk is much higher than industrial milk (Waldie, 2010, para. 4). Moreover, to ensure the substantial return of the farmers, the price will be set pretty higher than the world price (The Conference Board of Canada, 2009, p. 2). The officials limit the dairy production by quotas, which are allocated from CDC to each province first, and then distributed to individual farm ultimately (The Conference Board of Canada, 2009, p. 2). Only the farmers own the quotas are qualified to produce and sell milk (Waldie, 2010, para. 5). However, given the upfront investment on quota, land and cattle are quite high, it’s not easy to enter the industry. The purpose of the importation control is to maintain expensive price of local dairy products and ensure the domestic production is within the pre-determinate level, thus making the government imposing high tariff extensively to restrict the imports (Waldie, 2010, para.…

The disappointing performance of the dairy sector during the 1950s and 1960s (with annual growth rate of merely 1%) concerned policy makers, and the Government of India undertook a far-reaching policy initiative. Dairy development through producers' cooperatives and milk production based on milk sheds in the rural areas, modeled on the successful experience of dairy cooperatives in Gujarat, became the cornerstone of the new dairy sector policy. This policy initiative turned the Indian dairy sector around and led to all-around growth…

The drinking yogurt industry comprises 90% of the total industry. This is expected to grow roughly around 5% for the next five years. The availability, cheapness and readiness-to-eat contributed mainly to the increase in volume and value. Also, most Filipinos are not lactose-intolerant. And as a result, they are now prone to trying dairy products and adding them to their personal lifestyles. There exist a variety of flavors for Filipinos to try. The popular mango, strawberry and berry flavors are on the top of the yogurt list.…
