Information Technology Acts People often make ethical decisions about how to use freedom and power daily. Information technology (IT) is the application of computers and telecommunication equipment to store, retrieve, transmit, and manipulate data (Reynolds, 2009). The Internet allows a worldwide exchange of news, ideas, opinions, rumors, and information. The first amendment protects Americans rights to freedom of religion and freedom of expression. Many Internet websites were deemed indecent and inappropriate.
Internet filters are software that can block access to certain websites that contain materials inappropriate or offensive. There were several attempts by Congress to limit children to exposure to pornography. The U. S. Supreme Courts found that these attempts had violated the first amendment and ruled them unconstitutional. In October 1998, the Child Online Protection Act was put into effect. This law is completely different from the Children’s Online Privacy Protection Act (COPPA).This law states that anyone knowingly and with knowledge of worldwide web materials harmful to minors shall be fined and imprisoned. The law became a significant battleground for proponents of free speech. They argued that this could affect sellers of explicit materials and potential customers ultimately setting standards for Internet freedom of speech.
In July 1998, the U.S. Congress passed the Children’s Online Privacy Protection Act (COPPA), requiring websites to obtain parental permission before collecting information on children under the age of 13 (Ethical and Social Issue, 2010).
The law applies to websites and online services that target children under 13 or know that children under 13 are providing personal information online. It details what a website operator must include in a privacy policy, when and how to seek verifiable consent from a parent or guardian,
