The Municipality of Cainta which was founded in 1571 is located in the Province of Rizal in Region 4-A or so called CALABARZON (which stands as Cavite, Laguna, Batangas, Rizal and Quezon). The municipality is considered as a first-class urban municipality in the Province of Rizal with a land area of 26.81 km2 which was the second smallest land area next to Angono. It was also became an urbanized towns because of its proximity to Manila and considered to be the gateway of the Province of Rizal to major citites in Metro Manila. According to the 2013 Top Municipalities list of the National Statistical Coordination Board (NSCB), Cainta, Rizal was ranked as the 5th richest municipality with an income of P766, 924,602 and with a population of more than 310,000 making it the most congested town throughout the Philippines.
The small town of Cainta as said on the first paragraph has an income of more than P700 million pesos on the 2013 census. And according to the website of the Municipality of Cainta (http://cainta.gov.ph/project/acainta.html#sthash.h7TT8L4T.dpbs) the sources of the income of the people came from big manufacturing firms such as the Mitsubishi Motors which is a largest car manufacturer in the country, located in Brgy. San Juan, Monde M.Y San Corporation, nations leading biscuit maker, Mandaue Foams, BF Construction Philippines; BPO Company like of the Teleperformance Inc., Text Switch Unlimited, Teletech Holdings; and malls such as SM Savemore, SM Hypermarket, Puregold, Robinson supermarket and Sta. Lucia East Grandmall. Because of this income settings, more jobs had been generated and creating Cainta as one of the first class municipalities that the NSCB had created. One of the strength of the Local Government Unit of Cainta is that they can accommodate large income generating companies even though the land area as said on the first paragraph of the paper is small, second to the Municipality of Angono. On its weakness and threats, the LGU of Cainta can’t completely sustain the needs on the disaster preparedness of barangays who were the yearly stricken by heavy floods coming from higher places like of the Municipality of Antipolo. Casualties has been on list every year.
On its small land area, opportunities in this small town is abundant. Large BPO companies such of Teleperformance and Teletech Holdings sets up their Cainta Branch and thru the initiatives of the LGU of Cainta, works were generated to its people and even holds trainings for aspiring BPO workers in the municipalities.
In accordance to the 2014 Internal Revenue Allotment record of the Department of Budget and Management (DBM), the I.R.A of the LGU of Cainta is P347, 657,475 and its 20% development fund of the LGU is P69, 531,495.
If we were part of the Municipal Council, we would like to propose a project regarding on the intensive security of our constituents on both disaster and crime prevention. We would like to have a clear Close Circuit Television (CCTV) that would accommodate the seven 7 barangays that surrounds the Municipality of Cainta. We would like also to propose to have direct trunk line and also an emergency control center for the monitoring the CCTV videos and emergency calls. We would like to make an example on the City of Manila that had High Definition CCTV cameras that surround most of the busiest streets and business places. Because of those technology, somehow the crime ratings of Manila deducted. Even Kotong cops and enforcers were seized. In contrast to the increasing crime rates of Cainta though it has small land area rampant crimes has been reported. And also to see the situations of barangays during typhoon onslaught. The budget of the said project was about P 15 million pesos.
