Abstract
Compliance of RMG factories is key requirement for most of the reputed global garments buyers. Actually compliance ensures all labor rights and facilities according to the buyer’s code of conduct. Now a days compliance is more important factor to achieve a garments export order than the product quality. The readymade garment RMG industry in Bangladesh has experienced an unprecedented growth .over the last three decades and become a fast growing industry in Bangladesh. This industry plays a vital role in the economy in terms of export earnings, employment generation, poverty alleviation and empowering the woman.
Despite the phenomenal success of the RMG sector, poor working conditions in the factories and the lack of social compliance are other serious concerns. Only a small number of RMG factories in Bangladesh are complaint out of more than five thousand different scale factories.
Because of the huge initial investment and running cost the factory owners are less interested to be a complaint factory owner. This paper presents a comparative study between international compliance and compliance in Bangladesh. This article also investigates lapses in establishing International Labour Standards and to what extent Social compliance can be incorporated into the RMG industry. It proposes an effective monitoring and surveillance system (EMSS) model which could be used to establish social compliance and to remove labour unrest
