Is Brother Responsible For Doodle's Death?

The story “The Scarlet Ibis” is about two brothers, the narrator and Doodle. Doodle is challenged and cannot walk so his brother tries to teach him, but he pushes Doodle to hard and he dies. I believe that it was the narrators fault that Doodle died. I think that brother is responsible for Doodles death, and should face consequences of some kind. He pushed Doodle too hard. He took him to the swamp even when his parents warned him not to. Even though his intentions were to teach Doodle and not kill him, I think he should be held responsible.
